How was EDSA Revolution omitted?

With the signing of Proclamation No. 1699 declaring the official list of Philippine holidays for 2009, I can’t help but ask, how was EDSA Revolution omitted from the list?
Correct me if I am wrong, but was it in the time of Cory Aquino or Fidel Ramos that February 25 was already included in the official list of Philippine holidays? Or was it just being declared a special holiday every year then?
At any rate, we all know that EDSA Revolution is a significant part of our country’s history. How come it was not included in the list signed by President Gloria Macapagal-Arroyo. This is not the first time that she did not honor the memory of that day by not declaring it a holiday.
Is it too insignificant for her?

Official list of Philippine Holidays for 2009

To avoid surprises due to sudden declaration of holidays in Philippines, palace recently released the list of official Philippine holidays for 2009.
With this list, the business sector, educational institution and other private individuals can plan ahead for the year.
The official list of holidays are as follows:
Regular Holidays:
- April 9 – Maundy Thursday
- April 10 – Good Friday
- April 6 – (Monday nearest April 9) Araw ng Kagitingan (or Day of Valor)
- May 1 – Labor Day
- June 12 – Independence Day
- August 31 – National Heroes Day
- November 30 – Bonifacio Day
- December 25 – Christmas Day
- December 30 – Rizal Day
